The state of New York seems to have fairly well-written software: I can and did file my weekly unemployment claim online. When I did, it noted "you have not claimed since 7/10/05, was this because you worked?" I said yes, it asked me a couple of questions about that, including why I'm no longer working, then went on to the regular weekly questions (basically, did I work any days, was I unavailable any days, have I returned to work?). At the end, I got a message that my claim has been entered for processing, and because of the interruption, I'll be getting a form to fill out and send them.

My current "benefit year" runs through mid-March; if I haven't found something by then, I can start a new unemployment claim.

Sounds similar to the on line system Maryland uses. One can either telephone it in or report on line. The state always has the option of calling one in to account for what has been done, but they never bothered me.

Maryland also used to mandate that laid-off workers take a class on writing resumes. A recent friend who was laid off said people are "chosen" to attend the class, making me think that there have been too many people to mandate the class or they don't have the staff due to lay-offs of their own.
