Those measurements are in ounces--a quarter cup each on the sugar and flour. (I'm guessing it's also two ounces weight, but I don't have a kitchen scale either.) The butter is, as you prefer, either 4 tablespoons (on the friendly marked quarter-pound sticks of butter) or two ounces by weight.
