I have sent a new invoice, plus a copy of the previous one (so they can't claim to have lost it--a claim that, given the level of organization there, might actually be true), and included the draft of the feudalism chapter, as far as I'd gotten before Sam (there seem to be a lot of managers on this, don't there?) told me to stop because the client was revising the table of contents. I'm billing them for it, therefore they get it, though I have no idea whether it will be of any use to them.
