On the other hand, awards committees in general so often *don't* choose the one that obviously should win. I'm very glad this one did.

There isn't a committee, it's voted on by members of SFWA.

I wonder if big voting bodies ate less likely to make odd surprise choices than small committees? It seems likely.
Anyway, though I wasn't surprised by the award, I was still very, very pleased. It's a wonderful book. Congrats on the Nebula!
