not in germany, it isn't. oxtail would be "ochsenschwanz". "maul" is mouth -- it's all the connective tissue of a cow's lower head.
i can't even imagine how the tail would taste similarly; i've had both and the texture is completely different. though i gather that there are issues with BSE, so maybe the restaurant has trouble getting real ochsenmaul? but if cattitude thought it tasted like tongue it was probably the real thing. wonder why they told you it was tail; maybe the waitstaff didn't know any better.
