He may have, or he may have seen their marriage as necessary for the future or safety of the realm: but Raederle seems to feel stuck at first, and I wonder whether Mathom of An also foresaw the number of men who would die for that crown and the promise of Raederle. It's a wonderful plot mover for both Raederle and Morgon, of course: and now that I think about it, a chunk of the story is about Morgon's lack of free will. I'm glad not to be living in a story where I have to deal with a Destiny.
