One of the numerous bribery charges against Adams involved giving the Turkish government permission to open a new consulate in a building that hadn't passed its fire inspection. Usually, the people who are doing that kind of potentially deadline corner-cutting aren't planning to occupy the building themselves.

High-level appointed officials like the attorney general serve at the president's pleasure. I'm not sure how many levels you have to go down at the Justice Department to reach the career civil service, but the first person who refused to drop those charges was an appointee with "acting" at the start of her title.
