No, I don't think it's actively bigoted either: thus far, while this one character's race is emphasized, it's othering, pointing out "they sent a black guy" before describing the black guy doing competent things.
It's just that I hadn't noticed this in the other Price books I'd read; maybe that's me becoming more aware of that level of not-actively-bigoted stuff, or maybe it's only intermittent in his books. But it was disconcerting enough that I almost stopped after those first few pages.
